A French/UK notam indicating a temporary restricted area in the Channel (published via AIP and active 27 May to 30 Aug 2019) is NOT active?

I am not sure I have come across this mode before.

Example (in French):

lf_sup_2019_118_fr_pdf

English version:

lf_sup_2019_118_en_pdf

These are relevant to people flying e.g. to LFAT. You have to stay above 1500ft.

And like all good French NOTAMS they have a vast circle of influence, meaning they show up in a NOTAM brief when you are planning a route from, say, Liverpool to Blackpool.

Admittedly few pilots will be out in the Channel below 1500ft, but some might be, especially the UK PPL community which often flies at 1500ft, and going VFR to LFAT or one of the other airfields down there.

I wonder what the penalty for a bust is? The penalty for the French nuclear ZITs has been variously claimed to be €10,000 and/or aircraft confiscation. The UK penalty is god knows what, but the enforcement is very strict right now. This thread might have some indications, but it contains very few posts on actual fines imposed outside the UK.
