Yeah, that really got me enraged too. Especially that one woman in yellow at the beginning. She could have called the Brazilian equivalent of 112 ten times over during all that raising her hands and walking around like a headless chicken.
The time for the first emergency vehicle to arrive was good. And, unlike in the UK, vehicles were parked off the road.
