While it certainly is an inconvenience, it is a minor one from a German perspective.

If someone with enhanced security level visits Berlin, a nofly zone with 30NM radius (sic!) is activated more or less for the duration of the visit… up to FL100
That means 4 GA fields around Berlin are totally blocked for 12, 24 or 36 hrs.

Last time one of these airfields filed in court to have the extent, both in time and space, of the no fly zone checked/reviewed – too far, too long.

If POTUS requires only a low exclusion zone for a few hours here and there, then that shojld suffice in Berlin just as well…

Over here such zones do get defined and activated not just when persons with special needs decide to visit, but also for various high profile events (EURO2012, World Youth Days 2016, Euro Volleyball Championships in 2017, a UN Climate Change conference in 2018, etc). Based aircraft can usually obtain permission to operate from the military, who run these zones (need to apply at least 24h in advance and, once granted permission, reference an unique identifier you will be given in a FPL you must file). Not sure about non-based, but pretty sure same rules apply. We, as a club, have also been successful in negotiating blanket approvals (with various stipulations, e.g. pre-cleared instructors must be PIC, etc) for e.g. gliders in the circuit, so our club training doesn’t need to stop.

Perhaps a similar solution can be suggested?
