Just watching this over S/W Portugal on FR24
Could be some sort of survey or photography flight.
Looks like the Shoreham circuit, but with a radius of 10-20nm it looks too tight to be that 
The picture you posted as a “civil patrol” tag, so it’s likely related to forest fires, which sadly are a big issue in Portugal
