Do I get that SUP right, it just states that each station now has an English call sign next to the French? Did these stations before only use the French callsign?

I really don’t see what’s so dramatically important here. What’s the difference in calling some station “LE TOUQUET Tour” or “LE TOUQUET Tower” on initial call?

Yes.

Did these stations before only use the French callsign?

Probably – we could check in old AIP version preceding this SUP. However, I don’t see this to be very important.

Flying regularly at LFST I always heard international flights say Strasbourg Tower and Strasbourg Approach instead of Tour and Approche, even before this. I guess now it is just official. Interesting that they don’t mention the Ground callsign. Is that already “official”?

I checked the AIP entry for LFPG and it does seem that the only official callsigns were in French, even when speaking English!

This NOTAM cover the whole of France and is multiple pages of AIP SUP. I seem to recall I posted about it HERE:
62 pages of Notams for 70NM flight
