IFR in Permit aircraft

I can see IFR being allowed for types which have a properly bonded airframe - metal, or composite with integral metal mesh which can be connected to.

The vast majority (maybe all) of non-CofA "plastic" planes won't be able to meet this.

Then, with suitable avionics, no reason why not, as a sub-ICAO category which means you need a permission from each airspace owner even within Europe.

The Vulcan would obviously be reasonably lightning- and static-proof I think EMP was probably a big thing when that was being designed.

Having been totally frustrated by the LAA on the aspect of installing electronic ignition that is STC for Certified aircraft where the LAA don't seem to accept Electronic Ignition is permissbale without major arbitrary restrictions; I cannot imagine the LAA can even perceive of Permit aircraft being approved for IMC without 1/2 ton of extra equipment on board.
