Any one explain please what this is about? I can see nothing (might be me of course) to suggest why this has been notamed. Can anyone notam a no fly area?

Whilst I would be the first to agree that the couple and baby should be afforded privacy I also think this is a bit OTT. I cannot imagine it would greatly affect me in any way but the principle seems entirely wrong. How long will this last into the child's early years I wonder and how was this done without a S.I.?
