I believe that is what they meant. I renewed an IR which had lapsed for 18 years or so. In that case it is clear from part-FCL that I would have to redo the full IR syllabus. However, that didn’t mean I had to do the full hours of training. In the end I spent 8 hours in the air and a few hours in a simulator before taking the checkride.
