Granted, you cannot really (without tricks, anyway) enter pure VFR flight plans, but the NOTAM code works for VFR plans / VFR parts of mixed plans.

I guess there is a subtle technological reason.
He has, but I think there’s some sticky DNS somewhere messing things up. For some people the old link is now working, but for others it isn’t.
