I thought p22 was interesting.
After noting that CFIT has been reduced by new technology, i.e. GPS, they also note that it is mostly hand-held GPS, because certification makes the panel mounted stuff too expensive. They make similar points about AoA sensors and Autopilots, although in those cases there is no uncertified hand-held equivalent, so they are seldom retrofitted at all.
Their recommendation includes:
Given that an installation may have minimal risk but offer substantial safety benefit, the FAA needs to apply a risk management approach to address the current situation in which the FAA is actually an obstacle to getting safety enhancing technology into the GA fleet.
And IMHO the FAA are (relatively speaking), the good guys...
