Who owns / controls your local CAA?

In the UK it is the Department for Transport. This has been rather ambiguous over the years but someone sent me the Accounts for a company called CAA International Ltd, reg # 4104068, and at the end of this it says

This is interesting because it might clarify the politics we sometimes see.

In Switzerland, the FOCA is one of the eight offices of the Federal Department of Environment, Transport, Energy and Communications

The German LBA is subordinate to the Federal Ministry of Transport and Digital Infrastructure (BMVI). Similar to the UK and Switzerland, as posted above.

The Swedish Transport Agency is an agency of the Ministry for Infrastructure. However that doesn’t mean that the Ministry “controls” them. Swedish governmental agencies are all directly subordinate to the cabinet.

Same in Croatia. The founder of Agency was Ministry of transport.

In France the DGAC comes under the “Ministre de la Transition écologique et solidaire” or Minister of the Ecological and Inclusive Transition…

In Norway it is under the Ministry of Transportation. It’s an “autonomous and independent administrative body” according to CAA Norway themselves.

This is correct. It is notable however that in Germany, VFR only pilots usually never have any contact to the LBA (unless they are owners). PPL licensing is wholly in the hands of the regional Departments of Transport, which are not subordinate to the LBA nor to the Federal Ministry of Transport. In my home state of Lower Saxony, the Lower Saxony Department of Transportation has two subordinate offices, in Oldenburg and Wolfenbüttel, each of which is responsible for half of the state.

I think technically it is the. Ministry of Ecology, Sustainable Development and Energy, formerly named Ministry of Ecology, Sustainable Development, Transport and Housing, it is an agency of the Government of France, centred on a cabinet member who is often referred to as the “Minister of Ecology” or “Minister of the Environment”, and sometimes the “Energy Minister”.

CAA International Ltd, is the way the CAA sells its services overseas. Its fundamental purpose is to provide an income stream that the CAA cannot make from its UK regulatory activities.
