Turkish CAA brought up the old 12 years vs 2000hours OH issue

Dear friends,
Turkish CAA renewed the old 12 years OverHaul subject regardless of the 2000 hours of engine time. As of December 31st 2021, most old GA aircraft will be grounded if we cannot get this changed. Until now we were able to get an extension every year based on the report of the engine technician.
At this point, we need the practice of EASA member countries for non-commercial aircraft engines.
We will be grateful if you can provide information about EASA country practice on this 12 years issue and CAA documents about the subject, so we can ask the Turkish CAA to lift this limitation.

Is TCAA aware of Part-ML?

Is this for commercial operators or private owners? I think for the former there is similar conditions in EASA land
For the latter under NCO things are getting relaxed with Part-ML MX

With an owner-declared maintenance programme, you can run the engine on condition for how many years and flight hours you like.

With an approved maintenance programme, it depends on the whims of the national AA – and those of the CAMO/CAO.
