Yes, Norway is not the EU right? The question from @Antonio was: “Can this type of aircraft be flown IFR in EU?”.
So the right answer I assume would be “yes, in some EU countries”.

Probably Norway “is EASA”. In aviation context Norway is every bit as “EU” as any EU country. However, EU has very little (read: nothing) to do with this, since experimental aircraft are Annex I, and not part of EASA regulations, but part of each country’s national regulation. The original question from antonio was “wrong”. It’s an irrelevant question with no answer.

Ha ha How can a question be wrong? The answer can be wrong or might be ambiguous. The question might elicit further questions but the question can not be wrong that is something that politicians use when they don’t know the answer.

Assuming the permit for this plane does not have a VFR-only restriction, it can be flown IFR in the airspaces of some countries.

The quality of the finish on the panel rings alarm bells for me.

The metal cutting looks pretty basic

I would have at least anodised or painted it black, to get rid of the reflections. But… homebuilt build quality does vary across a vast spectrum.

Of course it is wrong. It’s like asking what kind of cheese the moon is made of. You can discuss the answer to that indefinitely. You can even converge to a “correct” answer through voting or consensus, not unlike religion or climate
