I don’t think so, microlight licenses are national matter, well apart from EASA regulations. There might be a mutual recognition of licenses between these two countries, though, the national microlight federations ought to offer enlightenment. According to http://www.fliegen-in-italien.de/ul.html it is unfortunately not possible other than obtaining an Italian license.

I asked in Aeroclub d Italiano in Rome. They tell me that there is no law prohibiting flying an italian registered UL with a foreign UL license. But there is no law allowing ist expressis verbis either. To get an Italien UL license, you need to be live in Italy and be a registered citizen.
