To attract nice planes you have to provide hangarage, anywhere. So if an airport doesn’t want based GA they just need to not offer hangarage. So… look at your favourite trip destination and see what they have
Lelystad is discouraging new based aircraft unless you are in the category TBM / King Air and upwards. As the airport develops over the coming years, according to current plans, the number of GA slots is predicted to fall from 110,000 to 30,000 at best. Even with the current situation an IFR slot outside UDP needs to be booked well in advance unless you are one of the bigger boys.

Yea well… but if Lelystad have no parking positions or hangarage for anyone new, then what is the point. A lovely airport but out of reach as much as EHAM…
Same problems around here: plenty of small airfields but not one which has space for new clients. Waiting lists for 10 years or more, which is crazy: There is demand but nobody is willing or able to satisfy it.
Lelystad is being developed as an overflow for EHAM, not for the benefit of GA

And the question of fuel as well – read somewhere that there is no AVGAS in Schiphol, only Jet A-1, not good for Mooney.
You could try Rotterdam or Teuge, bit further inland tho…

At Lelystad, they ameliorated the highway connection of Lelystad thus it will be (even) easier to get there.
Now they have approx 130000 flights/year, purely GA. If they add 10000 commercial flights in 2020, the controllers have to ensure separation. Depending on how much separation they want, GA will be limited a bit. But I guess it will be feasible.
Hilversum has no hangarage available the planes outside are their at their own risk and the airport is open to public with no security or just little. I asked but even for visitors it is difficult to get space for a few days.
