I was just at Spilve for refueling. It’s 20€ landing fee (c172) and 2€ per liter avgas (Cash)
The asphalt is not super smooth but it’s not a problem.
Entry via VFR report points will lead you straight to base leg for the runway. It is uncontrolled and the general Latvian Info frequency 123.950 is used to announce position in the pattern. I think this part of the Riga control zone has been changed recently as has the reporting points and the frequency so it is a good idea to have an up to date map. I used SD and it was spot on.
I parked at a private airfield Adazi NE of Riga. Very nice small airfield with 24h guarded parking. 10€ landing fee. Very helpful owner and nice club.
