It’s the usual game of handlers to invent all sorts of fees with different justifications. Normally there are no two cases where the invoice is the same. Completely arbitrary.
The last time in Sitia I spent 45min waiting for the over-staffed and free-from-any-sort-of-work team at the handling agent to come up with an invoice. Only when I told them that I am going to leave now and if they ever manage to come up with an invoice, they can email it to me, they suddenly had one (hand written). When I was about to start my engine, the handling agent came running over the apron telling me he forgot one position of 2.30 €.
Handling agents in Europe are for a big part just airport parasites operating in a cozy atmosphere of a monopoly or oligopoly.
When I ask fellow pilots about customs stops, their faces go blank
