It’s a start. One of the rulemaking tasks at EASA is entitled “Parts without a Form 1”, which bears the number RMT.0018 — that tells you something!
EASA has been working on a much more proportionate system for manufacturing and production of parts, based on criticality. However, because aviation is a global game, there needs to be some harmonisation, and that seems to be stalling the process at the moment.
