In short, Italy allows arrivals from non-Schengen (and departures to Non-Schengen) at any italian airfield (including unlicensed ones) on condition that this is announced to the italian authorities three hours in advance. It’s basically the same as the GAR mechanism for flights from the EU.

How old is this concession? That’s absolutely amazing. It definitely was not the case a few years ago. And if it was… not many of the airports there know about it!

That law has been in effect for twenty years. (Law no. 146/94).
Airports don’t really need to know about these things. Pilots need to, if they want to take advantage of them.
