All of the balkans are now risk areas for Switzerland, meaning that returning from any of the countries there means compulsory quarantine, also for people already vaccined.

Nope, it is strictly based on the incidence numbers your authorities reported. That’s how e.g. certain areas remained no risk areas despite political desire not to have that possibility (i know, since Pula was great during the good week ;-) )
When numbers go down, the RKI will change the status again – looking forward to it…

It’s changing on daily basis – this link should always contain actual info. So currently is even more relaxed – vaccination is taken into account as well.

Negative PCR test is needed and that’s all that’s required. After entering Croatia you can travel without any limitation, islands included.

Ah but is the Barracuda open?

That was where the EuroGA fly-in ended up in 2014, for the €100/person fish dinner (which was outstanding, btw)… In 2020 it didn’t open until June.
