Leaving the rules of the air aside, if you need permission to navigate/launch a boat on that water you don’t land.
That is no problem in Germany, there is a court rule that the amphibious aircraft must be granted the rights to operate on state waterways. The air law however prohibits landings without an airfield or special permission. Outside of an emergency of course.
