In the context I think it means “customs/immigration PNR”, possibly with a €€€ fee.
I think Abbeville (LFOI) now still offer customs but only for organised events of group aircrafts (some Piper Cubs gathers annually in June at Abbeville then fly Crotoy beach in Bay de Some)
What it means (the French version) is that it is available ‘every now and then’. The way to know if it is available or not is to call the phone number given there.
I confirm for Abbeville LFOI. I called the manager a few month ago and he said « the more airplanes you are, the more chances customs will come and authorize tour entry ».
It hosts the chipmunk or bulldog (not sure) annual fly-in so I guess it works at least once a year

The airport is going to get a new terminal with a dedicated GAT instead of the small room currently available. It will be great twice bigger than the old one, built next to it not to affect the traffic. Works will start in January :

Let’s hope they see sense and do the obvious thing: post-brexit, be one of very very few airports in N France which actually welcome Brits, and be happy to take their money (LFAT is the only other one I know)
The mayor talks about entrepreneurs who have a house near Deauville. Probably many of them are brits.
Remember the Caen airpark project targeted to brits too.
I am currently reading Richard Dawkins who believes that there are significant mutations taking place, which to me suggests there must be somebody somewhere in France who wants to make money out of Brits, so to me this looks positive
Looks like a nice plan, hopefully it will get permanent customs along with it !
For now aside from infrequent Brits propellers & jets, one can also spot regular jets going to Moscou Vnukovo and the summer only charters taking pax to Croatia & Greece
