SVFR can be quite confusing for UK pilots, because in the UK have a very different use for SVFR.
Generally SVFR is used to get though poor weather in a CTR (as described above).
But in the UK the main use is for entering a class A CTR (London CTR) which up until recently was class A. For a PPL in the UK (prior to EASA licences) using SVFR was specifically prohibited in visibility of less than 10km.
This I think is a source of confusion for UK pilots when they talk of SVFR in other countries. It’s just used to fix a different problem in the UK, and the one that it’s generally used for internationally is specifically banned in the UK for PPLs. (in simple terms).

One has to carefully think before saying IFR, VFR, VMC or IMC. Noone said that SVFR was conducted IFR, it is of course the exception to the rule that allows one to fly IMC without being IFR, that’s what make it “Special”.
