5% of position uncertainty – so if the 2 VOR method puts you in a 1×1NM square, the 3 VOR calculation puts you in a 0.957×0.957NM (or bigger) square.
And yes – it’s not necessarily a square (obviously it’s only a square when you same distance from both VORs and their relative bearing is 90° – and even then it is only nearly a square as the error of measurements of radial is angular…) but this is the “best case” for improving the accuracy by a third one (which again in the best case has a relative bearing of 45° or 135° to each of the others…
