FAA DPEs have lost their territorial exclusivity deals

For example this guy is offering to do tests anywhere in the known universe.

This is basically dynamite – as anyone who went up the FAA PPL or FAA IR ladder in Europe, in the last 10-15 years, will know

A ‘freelance’ DPE in the U.K. – even if he/she only came for short visits – would liberate the U.K./ Europe scene from a dictatorship which has operated a monopoly for too long.

Indeed, plus you could do a Part 61 route, whereas the standard US route is via Part 141 and the M-1 visa etc etc, and with Part 61 you get much more credit for previous training outside the US. AFAIK you get 100% credit for all non US training – 100% credit for UK PPL training was normal when I did my FAA PPL in 2004. 100% credit for IMCR training likewise.

Let us know if anyone is planning to have “another” DPE coming anywhere in Europe.
What about 61.58 (jet recurrent training) are we still required to fly to the States ?

The FAA notice mentions DPE services to US citizens overseas but as discussed previously, I’m pretty sure (and would bet) the FAA intent there is show an enhanced service being introduced for US citizens regardless of their location versus limiting overseas DPE activity to examining US citizens only.

I’d also bet those with an axe to grind will try to wrongly convince people otherwise.

Yes; the US citizen only thing was never implemented or enforced.

Also worth mentioning that a visiting US examiner can use an inexpensive UK work visa to undertake a practical test on a candidate in the UK.

You can apply for a Permitted Paid Engagement visa if you:

  • are invited by a UK-based organisation or client
  • want to come to the UK to do specific paid work without having to be
  • sponsored under the points-based visa system
  • meet the other eligibility requirements

You may not have to apply for a visa. What you need to do depends on
your nationality.

What you can and cannot do

You can be invited by a UK-based organisation or client to:

  • examine UK-based pilots so they meet the standards of the country
    you come from if you’re invited by an approved UK training
    organisation regulated by the UK Civil Aviation Authority.

That’s a great find Qalupalik because the visa angle was used to block visiting DPEs, around the last time they were available; around 10 years ago. I read the visa regs back then and was of the opinion this was bollocks and the system was not applied correctly; that exemption for occassional training was around back then too. Otherwise, for example, a team of 10 people Boeing US send over to train maintenance engineers, would all have to get working visas!

The interesting this is that this FAA change happened in 2018

Additionally, a DPE will be
allowed to test any U.S. citizen outside of the United States without additional approvals from
the managing office or International Field Office (IFO) for the country in which the test is to be
conducted. This notice provides supplemental information for the removal of geographic
limitations as well as other limitations on conducting tests.

Seemingly this does not apply outside the US according to an FAA CFI operating from France for European citizens. Seemingly it is still not possible to do any exams here in Europe other than through the well known examiner at Le Touquet or the British examiner that is hardly available. There was a request one month ago for another DPE in Europe, which request was denied by the FAA.
