Typical government waffle and BS. Waste of time. That said, I agree with @Bosco – without NOTAM the government doesn’t have a leg to stand on.

There was probably no NOTAMS but there is PPR anyway? I recall some airports would not accept PPR for foreign inbound flights last year as they were scared to death from accepting non-essential flights that breaks CV19 rules, zero mouvements = full compliance…
I recall calling for PPR to some places in UKSE last year for late arrival, saying you are inbound from France (& maybe Germany) may sound like your are brining “la peste & colera”, however, proper airports like Southend & Biggin Hill were always “open for buisness”
I think if there was a notam, somebody would have found it by now

There is an “Archive Search” option in the drop-down menu on the left of the FAA NOTAM search system: https://notams.aim.faa.gov/notamSearch/nsapp.html
