The @ format sends a notification to the person – if they have them enabled and have a working email address in their private profile.

A major requirement, is that your ‘home’ CAA has the capability (or willingness) to communicate with the SA CAA.
Sadly, in the UK, that doesn’t apply. Last time I had a query to the UK CAA, immediate email auto-reply said they would answer in 9 weeks. I never heard from them again.
