I haven’t heard anything. You could phone up e.g. SAC – they are the trustee for hundreds of N-regs.
The NPRM comment period was reopened to extend the closing date from June 12th until October 30th 2023 Link so two months later they are probably still digesting the comments. The Federal government publishes milestones for public awareness so you can generally determine status by searching on the docket number.
A German friend who was recently here to take the Private and Instrument written tests for his FAA stand alone certificates will be using my address. His N-registered plane is based across the border in Austria where he is not resident, so he mostly doesn’t need EASA licenses.
That’s all I know.
