I met a man this evening, I guess in his late fifties, who had an O Level in Aeronautical Navigation. He still had the whizz wheel.

No. Wish I had been able to do this at school.
But the French have a BIA qualification (Brevet d’initiation aéronautique) for children aged 14-16 at schools. It is done in partnership with the FFA, FAF & FFPLUM and includes getting the kids airbourne. I know this because I have flown a couple of dozen myself so far this year, and it was very rewarding, even if limited to 25 minute hops to local aerodromes – and the kids loved it, even the poor chap that got airsick!!

I certainly remember that it existed but I stopped after my Air Training Corps exams (until I did my PPL exams nearly thirty years later) so no idea what was in it.
