The way you’ve quoted it at the start is the correct way.
There are lots of NOTAMS that cover multiple days but only certain times during the day. I don’t think they are “parsing” it but rather simply leaving out the schedule part.
NOTAM is correctly structured and written, the problem is in the parsing software.
Why not say which software it is? That would make the thread useful in the end, by alerting users that this software make such as mess with NOTAMs.

I get my notams directly from Eurocontrol, or via our Airports database, or via its telegram bot.
That’s similar problem like having some software interpreting METAR and TAF.

Really, I don’t know why you would want interpretation of METARs and TAFs. The codes are not difficult to learn and it’s much faster to read the original code than “interpretations”. The only thing is when some very unusual weather code appears, such as (in my area) DU, VA or PE. But in that case I can accept the bother of looking it up.
