It was always legal at unlicensed aerodromes, though virtually nobody was aware of it since the regs were written in the reverse sense, and it was only within the last year or so that somebody managed to spot the potential. So for all those years, the use of PCL at many airfields was blocked purely by FUD.
Now it is legal at licensed aerodromes too. These have some differences

Now all they need to do is get rid of the requirement to have ATC to be able to have an IR approach or be open later, and we’re in business. Baby steps. Maybe another 30 years?
