The only 38 I can see is in the “N0138” which is the speed.

The expression N0138F090 is necessary to specify the new flight level. The ICAO flight plan format makes it impossible to specify just the flight level. You have to throw in a speed also.

Routes with names beginning with A, B, G, H, J, R, V, W are non-RNAV routes. That is, they can be flown using VOR and NDB navigation only. I wasn’t aware there were still such routes in (Central) Europe. For many years, Sweden only has RNAV routes. (Route names beginning with L, M, N, P, Q, T, Y, Z.)
