Hello, I´m spanish pilot, member of an aeroclub, owner of a F registered plane. Now we are dealing with OSAC to renovate the ARC. this plane has an engine that is running on condition since one year ago, due to calendar. Up to here every thing is fine. But!! OSAC now asks us to bring a cerification from the insurance that says they accept doing the insurance with the engine on condition. And insurance says, they will never certificate this, they will cover the plane if OSAC signs the ARC. What is first, the egg or the chicken?
ML.A.903 “Airworthiness review process” makes no mention of insurance.
Ask them to show you where in part-ML it says that insurance is required for an ARC!

Why are you dealing with OSAC in the first place when it is just about renewing an ARC. Shouldn’t that be done by the maintenance organization?
