That’s true, and obviously some maintenance people either cannot read, or do not want to.
When we got our Arrow, we quickly wondered why we ran out of rudder trim available long before it would fly straight.
After a close look we noticed that while cable tension itself was correct, the neutral position of the control surface was the wrong way round. According to the manual, when the pedals are in neutral position, the rudder should be slightly deflected. It was, but to the opposite direction it should have been… no wonder the trim couldn’t solve that.

And guess what, since the neutral position has been set according to the book, it flies straight and has sufficient rudder trim authority!

Yes, one of the typical confusions with Cessna manuals is whether the references to “up” trim are to the trim tab’s trailing edge or the trim’s resulting elevator and aircraft movement (which are opposite to the trim tab TE). And yes of course our 210 was reversed as to trim settings when we acquired it
