I have an appointment in Freiburg (EDTF) tomorrow and would of course like to use the local airport. However, there is no AIP for this airport and the website is down. I can’t find any contact information and have no idea if this field is PPR or if there are other restrictions? Can anyone help me with the email address or phone number to contact them so I know I can land and park there for one night? Or is it closed?

As at all proper GA airfields in Germany, no PPR (if you remain within the operating hours). If you want, you should be able to call them here
VFR-only airfields wouldn’t be included in the freely available German AIP, which is for IFR airfields only.
If you have access to Skydemon/Foreflight, you will be able to see the AIP entries and they are often also unofficially published on the airport website (when not down).
