I think it was used for a lot of IFR flying in Soviet Union. I have not seen the type certificate but it might already be IFR certified.
this is almost a new aircraft….it looks similar to AN-2, it´s based on An-2 but has a completely new wings and a new fuselage 30% (or even 40%y) roomier. Produced by Sibnia (www.sibnia.com – not updated for while). The had even flown a single wing version some years ago – before they have both wings ready. here

yep, I understand as well An-2 was never type certified.
BTW, they same company had converted 3 engine Yak-40 into 2 engine aircraft. The first ever Yak-40 having flown from Novosibirsk to Moscow without refueling. But fighting drag of Yak-40 thick wings is not easy…http://www.rusaviainsider.com/insight-yak-40-switches-western-engines/
