En Route IR / CB IR / IMC

Yes but… here in the UK a PPL holder can fly in accordance with IFR, in VMC, by meeting the IF rules (FL060/070 etc).

What actually are the IFR rules in the UK, including OCAS? I’ve been trying to find some links on the web but I keep getting hits mentioning complying with the IFR rules, and lots for VFR/SVFR, but haven’t seen anything yet for IFR.

In practical terms I have taken it just to be 1000 ft above the nearest high obstacle, within 5nm laterally. I try and use the quadrantal rule where I can, and set 1013 when above the transition altitude, OCAS I try and get a traffic service, but none of these are not absolutely necessary AFAIK. In CAS obviously I would be talking to someone and flying whatever altitude or level they wanted. IFR rules don’t just begin at FL060/070 do they?
