Those are ab initio courses so a PPL is neither required nor acquired.
I thought most commercial FTOs are training the 14 “ATPL” exams (is now 13, from above) and a CPL/IR and that is the “frozen ATPL”.
Do they do a CPL/IR from zero i.e. without a PPL?

Yes if it is an integrated course
What are the exams the candidate sits on that course?
“Only” the ATPL theory exams – no additional ones for the PPL
