Tulcea airport is more or less dead but with outrageous fees. Call them before.
For the airspace check NOTAMs on https://flightplan.romatsa.ro/init/, in practice is nothing complicated, everything is handled well by the civil ATC.

Hi i am flying from the UK to Tulcea next week to then drive into Ukraine to help deliver a lot of critical medical aid to the main military hospital in Odessa. I have been a few times recently but have decided this time i will actually fly myself.
The airspace in Romania looks very complicated with all the TRA’s and military exercise zones so i was wondering if anyone had any recent practical experience. I will be flying vfr in a Cirrus SR22.
I am personally paying all my flight expenses they do not come out of the money raised for aid.
