Does this coverage map refer ONLY to ADS-B traffic and not to weather (FISB)?
this only refers to areas of ads-b surveillance – where ATC can see your ads-b transmission – no weather transmission is provided for in the roadmap

It only receives on 1090 MHz, so FISB if installed operates on 978 MHz

Agree, only US ground stations provide TISB or FISB services to client aircraft. Outside US, ground stations are receive only.
