Can anyone tell me if it’s open to a foreign civilian from the UK on a Thursday and Friday?

The words are:

AD non ouvert à la CAP, sauf accord autorité compétente :
AD not open to CAP, unless permitted by competent authority:
- CDT de base pour A/C Français privé ou commercial,
- MINDEF/CAB pour A/C étranger privé,
- et EMO/A3 pour étranger commercial.

- base CDT for French private or commercial A/C,
- MINDEF/CAB for foreign private A/C,
- and EMO/A3 for foreign commercial A/C.

AD interdit aux planeurs.
AD prohibited to gliders.
ATT soumis à l’accord du CSO la veille avant 1500.

Douanes et police / Customs and immigration

None of which really enlightens me

I have never heard of any civilian (light aircraft) landing at Evreux.

As a foreign, private operator, you would need permission from MINDEF (Ministère de la Défense).

Alternatives are Rouen (paved) and Bernay (grass)

As the destination is Giverny, I think the choice is Pontoise or Mantes Cherence. Does anyone know whether the latter would accept a PA31 on a weekday?

No personal knowledge or experience, but from what I gather on the www your chances are slim. Best to get in touch with the “local aeroclub”: http://aavo.free.fr/ .

Absolutely no problem whatsoever at Pontoise. Pontoise is one of the secondary airports of the Paris area and takes the traffic that they cannot take at Le Bourget during maintenance or during the Airshow. Check the taxiway restrictions to see if the tower parking is accessible to you. Otherwise you will need to get handling at Ameridair. @Romain may be able to help you with that as he is there almost daily.

For Giverny, Rouen Boos is probably not a bad choice either. It is even possible that you could get a rental car there, which I do not think is the case at Pontoise. They even have an operational ILS wheras the one at LFPT is currently U/S pending some work.

Mantes Chérence is only a glider strip.

I just checked: Taxiway E (TWR parking) is accessible to you (no restrictions for twins, and wingspan <15m)
If you need fuel, use TWY A. TWY B and D are restricted to singles.

No, it does not. And Timothy raised the question about LFPT.

There is PPR for customs at LFOP.
