Every airport has its average taxitime defined. Eg EBBR is around 15’ whereas EBAW is 5’.
I must say it sounds like the colleagues at ELLX are maybe a bit too strict about it. You can always wait it out at an intersection with the engine running if needed.

I never had that problem at ELLX, more like LBSF, LKPR, …

That’s explicitly not welcome at ELLX for small GA, and written in the AIP. They want us to be ready for departure on reaching the intersection. But again, that doesn’t bother me, we just do all our checks before taxi, and I just ask for taxi at a time compatible with my CTOT. And they never, ever deny me a startup clearance at ELLX.
